A brief overview of the California ELT (Electronic Lien and Title) Service for California:

California Electronic Liens and TitlesSince Spring 2014 California DMV requires all businesses who name appears as the lienholder on vehicles, vessels and mobile homes in California to use an Electronic Lien and Title (ELT) process to manage the liens electronically. This includes vehicle finance companies, banks, and credit unions. Dealerships are not required but strongly encouraged. The name "electronic lien and title" comes from the idea that the information about the lien and the title is transmitted from the California Department of Motor Vehicles to us and stored electronically in our system (California ELT) on your behalf and not on paper.
